Local Plan Promotion
In conjunction with South Oxfordshire District Council, Vale of White Horse District Council are making preparations for a new Joint Local Plan.
The Local Plan Review will identify and plan where new homes, jobs and other development and associated infrastructure will take place up to 2041. This will replace the currently adopted Vale of White Horse Local Plan.
The Site provides an excellent opportunity to contribute towards bringing forward sustainable new homes and other infrastructure that will need to be planned ahead of 2041.
Nicholas King Homes are committed to promoting this Site for sustainable and appropriate development through the Local Plan review process. Whilst the strategy of promoting the site through the Local Plan process will continue, imminent changes to the National Planning Policy Framework (NPPF) mean that we need to consider all options for taking the site forward, and this includes the submission of a planning application alongside the promotion of the site through the Local Plan.
The Site has been carefully reviewed and assessed over many years. Below is a summary of the key tasks that have been undertaken since 2016:
- 2016 – 2019 – Promotion of the site through the Vale of White Horse Local Plan Part 1 and Part 2 adoption process
- 2016 – Environmental Impact Assessment (EIA) Screening Request (P16/V2397/SCR): confirmed an EIA was not required
- 2016 – Outline planning application (P16/V2568/0) for the erection of 180 dwellings: application withdrawn
- 2020 and 2021 – Submission of the site to the Vale of White Horse ‘Call for Sites’
- 2021 – Submission of request for pre-application advice to the Vale of White Horse District Council
- 2021 – Submission of request for pre-application advice (regarding highways matters) to Oxfordshire County Council
- 2021 – Submission of the site to the joint Vale of White Horse and South Oxfordshire ‘Call for Land and Buildings Available for Change’
- 2022 – Submission of comments to the ‘New Joint Local Plan 2041: Issues Consultation’
- 2022 – Environmental Impact Assessment (EIA) Screening Request (P21/V3066/SCR ): confirmed an EIA was not required
- 2024 – Submission of comments to the ‘Regulation 18 Preferred Options’ Local Plan consulation
Nicholas King Homes will continue to promote Land to the North of Spring Hill as a Site to be included as an allocation in the new Joint Local Plan 2041. We believe that our proposals would contribute positively to the wider community in Kingston Bagpuize with Southmoor whilst providing much needed housing in Vale of White Horse District.
We will work closely with the local community, Vale of White Horse District Council and Oxfordshire County Council as this process evolves over the coming months.
